DOCUMENT 00 1113 ADVERTISEMENT FOR BIDS Penn-Mar Human Services, Maryland will receive bids for a General Construction Contract for the Project entitled Penn-Mar Maryland - Courtyard located at 310 Old Freeland Road in Freeland, Maryland 21053 until 9:30 am on Thursday, April 15, 2021. Bids shall be submitted electronically through the PennBid System (www.pennBid.net), bids will be opened publicly and a summary of the results made public via the PennBid System shortly thereafter. Funding for this Project is paid for in part from a HUD Community Development Block Grant and is subject to the Davis Bacon, a wage determination is included in the Project Manual. “Certified Minority Business Enterprises are encouraged to respond to this solicitation notice.” “The bidder or offeror is required to submit with its bid or proposal a completed Form A – Certified MBE/WBE Utilization and Fair Solicitation Affidavit, Form B – MBE/WBE Participation Schedule and Form C – MBE/WBE Disclosure and Participation Statement, if applicable Form D – MBE/WBE Subcontractor Unavailable Certificate and Form E MBE/WBE Outreach Efforts shall also be submitted with the Bid. The MBE/WBE participation goal for this project is 15% of the total construction cost. Pre-Bid Meeting will be held Thursday, April 1, 2021 starting at 2 pm EDT, at the Project Site, 310 Old Freeland Road, Freeland Maryland 21053. Each bid shall be accompanied by a bid security in the form of AIA Document A310 Bid Bond, from an approved Surety Company, certified check, or cashier's check payable to the Owner, in an amount of not less than ten percent (10%) of the amount of the Base Bid. If the Bid Security is provided by check, a scan of check shall be submitted with bid, with the original being provided within two (2) business days of bid opening if bidder is the apparent low price. The Work of the Project shall commence no later than ten (10) days after the Notice to Proceed is issued by the Owner. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of bids, except if delayed by a required approval of another government agency, or unless extended by the mutual written consent of the contracting body and the bidder. The Owner reserves the right to waive any informalities in bids, or to reject any or all bids to the extent permitted by law.
