This is a notice of intent to award a sole source contract and is not a request for competitive proposals in accordance with (IAW) FAR 6.302-1 and 206-302-1. The Government intends to solicit a quote and enter into a contract with SeraCare Life Sciences, due to the properietary nature of the requirement, SeraCare Life Sciences, is the only known vendor who can provide a facility and staffing where we are able to maintain our blood related specimen samples.  This move to SeraCare took place nearly 3 years ago after the Board of Scientific Counselors commented that this (move) was needed to maintain the integrity of our research.

SeraCare has taken our samples and inventoried and maintained them in the freezers so that we are able to use them as needed.  Through our samples size has increased, to date the company has inventoried over 175,000 of our specimens which represent over 40 years of research.  Many specimen samples continue to be inventoried at this time.
