FACTS is a DoD mission critical system that is used by all services to clear their cargo using Military Air Assets. The software support agreement requested with this ITSR is in support of the timely maintenance of the FACTS application. If the FACTS application maintenance is delayed, because of lack of software support, it would affect the movement of critical cargo to the port because of delayed authorization. The air clearance function provided by FACTS is in direct support of the fleet, as well as, the war fighters.
