This project is for the replacement of the Visual Approach Slope Indicator (VASI) with a Precision Approach Path Indicator (PAPI) System for Runway 5L at W.K. Kellogg Airport in Battle Creek, Michigan. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The project work includes, but not limited to, the following: 1. Coordinate with airport operations, local FAA SSC representatives, and local utility companies to locate existing underground utilities and cabling near the construction area. 2. Using registered land surveyor, FAA contractor shall field verify the location and elevation of the PAPI - LHA’s and the power and control rack (P&C). 3. Install concrete foundations for the PAPI - LHA and for the P&C rack. 4. Install an estimated 2200 feet power cable in a new 2� PVC Schd. 80, D.E.B. from the existing VASI power rack next to RWY 23 LOC shelter (see Fig.3 site photos) to the new PAPI P&C rack (see Site Plan). Also along this cable route, install handholes (Quazite) approximately every 450’ and ground rod every 90’±10’. 5. Install crushed rock plot for the PAPI LHA site and for the PAPI P&C rack. 6. Install a 70’ long and 12’ wide crushed rock access road from the existing airport crushed rock access road to the new PAPI P&C rack site and 25’x25’ PAPI P&C rack plot and 20’x120’ rock plot for the LHA’s. 7. Install the field A-G & G-G control system (Decoder, Interface Unit, Receiver and Receiver antenna) and the FAA installation crew will install the Switch Assy Panel at the tower cab. 8. Remove completely the existing VASI LHA boxes (4 boxes) and their concrete foundations, Power and Control Rack and its concrete foundations, also remove all the power and control cables between the VASI boxes and the VASI P&C rack, also remove the power cable between the VASI P&C rack and the VASI rack and restore these sites to match the surrounding grass area. 9. Prior to removing the VASI LHA boxes, the wiring harness in the VASI boxes is believed to have asbestos containing wire insulation, thus the wiring should be wrapped securely in plastic and removed then disposed of in accordance with state and local requirements. 10. Participate in Contractor’s Acceptance Inspection (CAI) with the COR, and quickly address any punch list items. CAI maybe conducted in conjunction with Joint Acceptance Inspection (JAI) with the local FAA SSC office. 11. Hand the removed VASI equipment to the SSC to excess it. The performance time is 30 calandar days. Anticipated start date of project is October 1, 2018. The estimated price range for this procurement is between $100,000 and $250,000.
