The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the replacement of the existing Visual Approach Slope Indicator (VASI) system with Precision Approach Path Indicator (PAPI) on Runway 25 at Toledo Express Airport, Toledo, OH. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation.
SECTION I REQUIREMENT SCOPE
The work to be done under this project includes removal of the existing VASI system and foundation, installation of new Government furnished PAPI system and foundation, PAPI Lamp Housing Assembly foundations and equipment rack, construction of EES, installation of equipment rack, power and control conductors, trenching, conduit/cabling and other required electrical work, grading of the site, and installation of new crushed rock plots at the site. All work will be completed in accordance with the project specification and drawings provided with the solicitation. The estimated value of the proposed construction project is between $100,000.00 and $250,000.00. The anticipated period of performance is 20 working days, and the awarded project is estimated to begin in fall 2016.
PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION.
SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA
FAA anticipates award to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 Million.
This procurement is a total set aside for Small Businesses within the referenced NAICS of 237990.
SECTION III- GO/NO GO CRITERIA
The initial information submitted will be evaluated on a Go/No-Go basis. Prospective offerors must receive a ââ¬ÅGoââ¬ï¿½ on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors.
To receive a ââ¬ÅGoââ¬ï¿½ rating the offeror must have 5 years of experience performing the specific type of work described in Section I at an active airport or other FAA/life safety facility, and must provide verifiable past experience information for three projects of the same size/scope that have been successfully completed within the last five years.
All provided past experience must include contract number, dollar value, duration, and project owner point of contact, with phone number and email. Responding companies must be able to provide the necessary bonding for a project of this size (construction estimate of $100,000.00 to $250,000.00). Responding firms must submit the following completed documents (attached to this announcement):

2. Sensitive Security Information Form
3. Past Experience Information
The information provided will also be used as part of the responsibility determination.
