The work includes, but is not limited to, all labor, management, supervision, tools, material, and equipment required to perform removal and replacement for NAVFAC FE owned Frequency Synchronous Condenser and related system components located at Building 3029 on Yokosuka Naval Base. The work shall be performed in accordance with OEM Standards and regulation. The Contractor shall replace the current Synchronous Condenser and its Control Panel plus all related auxiliary equipment with the new one. The new Synchronous Condenser and control panel shall have the same capacity as the current one, and Contractor shall ensure it is fully functional and in normal working condition. The OEM for Synchronous Condenser conducted an inspection of the current unit to determine the cause of problems that have rendered it inoperable. Items 1 and 2 below were identified during the inspection by the OEM and recommended replacement or overhaul repairs. The Government operator also has concerns about the related auxiliary equipment that were not part of the OEM’s inspection. When Synchronous Condenser, control panel and other related auxiliary equipment is replaced, or otherwise maintained, work must be performed in a manner compatible to Supervisory Control and Data Acquisition (SCADA) system functionality.
