The Federal Emergency Management Agency (FEMA) intends to award a contract to the University of New Orleans, Center for Hazards Assessment, Response & Technology (UNO-CHART), 2000 Lakeshore Drive, Milneburg Hall 102, New Orleans, LA 70148, in accordance with 41 U.S.C. 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1. The purpose of this project is to maintain the Repetitive Floodloss Website, manage a portfolio database of repetitive loss properties, provide web portal demonstrations to local parishes, and support the State and local parishes through the development of requested repetitive loss data reports. The reason justifying the lack of competition is that UNO-CHART is the only known source available that has provided technical assistance to communities around the state of Louisiana to address National Flood Insurance Program (NFIP) repetitive flood loss structure and developed the Repetitive Loss Portal in which local officials are given secure and easy access to data necessary for the grant application process for funds identified for mitigation of the repetitive loss properties. The period of performance is anticipated to be from date of award through July 31, 2014.

This notice of intent is not a request for competitive quotes/proposals, however, all responsible sources may submit a capability statement which, if received by the response date, shall be considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
