NOTICE TO BIDDERS Project No. 3180-02 Sealed bids will be received at City Hall located at 425 N. Parkerson Avenue, Crowley, Louisiana, or by electronic bid at www.centralauctionhouse.com by the Mayor and Council of the City of Crowley, Louisiana, and staff, until 2:45 p. m. on Thursday the 20th day of November , 20 14 for the following: REpairs to the facultative pond levee and ultra-violet disinfection system at the wastewater treatment facility FOR THE CITY OF CROWLEY, LOUISIANA at which time bids will be publicly opened and read aloud at the City of Crowley City Hall located at 425 N. Parkerson Avenue, Crowley, Louisiana, 70527. Bids received after the above specified time for opening will be returned unopened to the sender. The work consists primarily of repairing the damaged areas of the facultative pond levee (approximately 6,300 cubic yards of embankment and 3,520 sq. yds. of limestone riding surface). With regard to levee repairs, it is the intent of the project to place the top of the levee at elevation 23.3 as designed in the past. All areas found below this elevation will be raised to meet this minimum elevation. The City will also make repairs and raise the City’s ultraviolet disinfection system. Contractor's classification shall be Municipal and Public Works Construction” or “Heavy Construction” to bid the project. THE CONTRACT DOCUMENTS, consisting of the Notice to Bidders, Information for Bidders, Bid Form, Agreement, General Conditions, Special Conditions, Performance and Payment Bond, Drawings, Specifications, and Addenda, may be examined at the following location during the specified hours. Congress Street; Suite 101 Lafayette, Louisiana 70506 Hours: 8:30 A.M. - 12:00, 1:00 P.M. - 4:30 P.M., Monday through Friday Copies of specifications are available at the office of Mader Engineering, Inc., 3909 West Congress Street, Suite 101, Lafayette, Louisiana 70506 upon deposit of ninety dollars ($90.00) per set, payable to Mader Engineering, Inc. Refunds will be made in accordance with LA R.S. 38:2212(A).(1)(e). Deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten days after receipt of bids. Plans and specifications shall be available until twenty-four hours before the bid opening date. Each bidder shall submit with his bid a certified check, cashiers check, or bid bond issued by a company licensed to do business in Louisiana. The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in the State of Louisiana, and who is residing in Louisiana. The amount of this bond or check shall be five (5%) percent of the amount bid and shall be given as a guarantee that the bidder will execute the contract should it be awarded to him. Checks or bonds shall be made payable to the City of Crowley, Louisiana. No bid may be withdrawn for at least forty-five (45) days after the scheduled closing time for the receipt of bids. The Owner reserves the right to reject any or all proposals and to waive informalities. The City of Crowley strongly encourages the participation of the minority business enterprises in all contracts or procurements let by the City for goods and services. To that end, all contractors and suppliers are encouraged to utilize minority business enterprises in the purchase or sub-contracting of materials, supplies, and services in which minority-owned businesses are available.
