NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Aviation Operation Center, Lakeland Florida, Requesting a follow-on procurement to repair a Forward Looking Infrared (FLIR), Central Electronics Unit (CEU) and Universal Hand Control Unit (UHCU). The government intends to negotiate a sole-source contract with FLIR Surveillance, Inc., 27700 SW Parkway Avenue, Wilsonville, OR 97070.

Open and Inspect was performed by FLIR Surveillance, Inc., the Original Equipment Manufacturer (OEM).This requirement will be a follow-on contract for the repairs of the items mentioned above.

The requirements are as follows:

Condition Found Report:

- Confirmed all three LRU's require evaluation.
- Internal Navigation fails to operate.
- RS232 protocol from CEU J4 is intermittent.
- SMPTE video channel #1 and #3 has erratic video out of the CEU.
- Potting around front cover windows is missing/defective.
- TFU does not hold purge pressure.
- Desiccant cartridge is exhausted.
- TFU case has worn out foam padding causing excessive particles on TFU.


The Government is not aware of any other vendors that can provide this specialized service while also meeting all of the requirements listed above.


The intended procurement is for repairs to the Forward Looking Infrared (FLIR), Central Electronics Unit (CEU) and Universal Hand Control Unit (UHCU). The Government intends to acquire services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate with under the authority of FAR 13.106-1(b)(1)(i).

The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on May 29, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements.
