NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Contracting Division (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(c), only one responsible source and no other supplies will satisfy agency requirements.

AFLCMC/HNCK intends to award a sole source contract for the repair of one (1) each RF Switch Matrix, Part Number: XPRF-FR-S-50-HP to the Original Equipment Manufacturer (OEM), Evertz Microsystems, LTD, 5292 John Lucas Dr., Burlington Ontario, Canada L7L 5Z9.

The Government intends to make an award by April 2017. Evertz Microsystems, LTD., (OEM) is the only known source that meets the Government’s requirement and has proprietary rights for the Manufacturer of the items. No technical data/drawings/Technical Orders are available.

If a firm believes it is capable of meeting the Government’s requirement, it may identify its interest and capability to the Contract Specialist within five (5) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. The AFLCMC Ombudsman can be contacted at: (Primary) Lt Col Kenneth L.
