•1.       Introduction

•1.1.     Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only.  Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide services to repair Reverse Osmosis units onboard a Naval Submarine. 

•2.    Requirement:

•2.1.  The Reverse Osmosis units are the design of Village Marine Technology. The drawings are Village Marine Technology's proprietary information.

•2.2.  The repairs required on the Reverse Osmosis units include, but are not limited to, the following:

•2.2.1.    Repair loose connection box cover for dump valve

•2.2.2.    Replace grounded heater

•2.2.3.    Repair/replace relief valves

•2.2.3.1.        Ensure accurate relief pressure is set

•2.2.4.    Remove, repair/replace, and reinstall pass piping assembly

•2.2.5.    Repair 3^rd Pass Permeate salinity cell

•2.2.6.    Reinstall Reverse Osmosis unit connectors

•2.2.7.    Replacement of 1^st Pass membranes

•2.2.8.    Accomplish modifications of BPMI-RHPE-AES0005 for both Reverse Osmosis units

•2.2.9.    Other necessary repairs to be completed in accordance with initial tests and inspections

•2.2.10.  Groom and test units upon completion

•3.       Responses

•3.1.     Interested parties are requested to respond to this RFI with detailed information on any potential offers.  Submissions shall be entered in PDF format and shall include:

•3.1.1.   Company Name and contact information

•3.1.2.   Contractor and Government Entity (CAGE) Code

•3.1.3.   Proof of legal rights to access Village Marine Technology proprietary technical drawings and information

•3.1.4.   Facilities Clearance documentation

•3.2.     Reponses to this RFI should reference N39040-16-T-0023 and shall be submitted electronically to Christina Allaire at [email protected] Phone: (207) 438-2189 by close of business (4:00 EST) 23 November 2015.  The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.

•4.       Industry Discussions

•4.1.     Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.

The Government does not guarantee that questions received after 23 November 2015 will be answered.

•7.       Summary

•7.1.     THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide repair services to Reverse Osmosis Units. The information provided in the RFI is subject to change and is not binding on the Government.  The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.  All submissions become Government property and will not be returned.
