This requirement is a firm fixed price contract to repair/restore the PBS-4100 unit (Portable Balancing system) and adapter kits, into serviceable, "A" condition.  The unit is COTS (Commercial off the Shelf).  The Source of Repair (SOR) and Source of Supply (SOS) is the original equipment manufacturer, Mechanical Technology Inc. (MTI)).  The Portable Balancing System (PBS4100; NSN: 6635-01-357-6647KV, P/N: 7000-4134-24) is a universal jet engine vibration analyzer and balancing system used Air Force-wide for Jet engine balancing, certification for flight and to perform trim balance and vibration diagnostics.  The PBS-4100 includes diagnostics and troubleshooting software for the individual application that has been tested and certified by the Air Force Jet Engine authority at OC-ALC and is currently in use and documented in Air Force Technical Data.  This requirement will be written for the basic year and four option periods.  Listed below are the NSN's which include the portable unit and the aircraft adapter kits, as well as the BEQ's (best estimated quantity). 

The requirement will be procured using FAR 12, Acquisition of Commercial Items, and FAR 15, Contracting by Negotiation.  The approximate date for release of the Request for Proposal is 17 Nov 2008. 

The RFP will not be posted at www.fedbizopps.gov. No telephone requests will be honored and no hard copies will be mailed out.  Only written or faxed requests received directly from the requestor will be acceptable.
