2) Provide all materials, labor, equipment and transportation required to accomplish the work listed in the SOW.

3) This solicitation is considered Construction and a small business restricted RFQ. The NAICS is 236220. Construction Wage Requirements Statute Wage Determination (formerly Davis Bacon Act Wage Rates) will apply and are attached.

4) The Magnitude of Construction is LESS THAN $25,000.

6)The evaluation factors of "Past Performance" and "Lowest Cost" applies to this solicitation. The Government intends to select one contractor for this acquisition however The Government reserves the right not to award a contract at all depending on the quality of the proposals, prices submitted, and the availability of funds.

Rejection of Unreasonable Offers:
The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions or unreasonably high or low cost when compared to the Government estimates such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the project.
