DESCRIPTION:
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with TA Instruments-Waters LLC, located in New Castle, Deleware.
The National Institute of Standards and Technology's Materials Measurement Laboratory's Materials Science and Engineering Division provides the measurement science, standards, technology, and data required to support the Nation's need to design, develop, manufacture, and use materials. The MSED fosters innovation and confidence in measurements needed to advance technology and facilitate manufacturing in industrial sectors such as energy, electronics, transportation and the environment. This group utilizes a TA Instruments Ares-g2 rheometer to make these measurements which has failed and is currently nonfunctional. This instrument is critical for basic measurement in the Polymer Processing Group including the Additive Manufacturing and Rheology project, SRM 2490 and work with external partners including Bureau of Engraving and Printing (BEP) and the American Dental Association Foundation (ADAF).
The contractor shall provide and install a new motor on the National Institute of Standards (NIST) owned ARES-G2 strain-controlled rheometer, serial number 4010-0082, manufactured by TA-Instruments. The rheometer is currently non-functional due to a failed motor and replacement is required.
Sole Source justification is based on the following:
The TA Instruments ARES-G2 is a closed-design strain-controlled rheometer developed, sold, and serviced exclusively by TA Instruments. TA Instruments has informed NIST in writing that the company does not contract out parts, equipment, or service work to other vendors. TA Instruments is the only authorized source for this repair.
The resulting order will be a Firm-Fixed Price purchase order.
NAICS code for this requirement will be 811219- Other Electronic and Precision Equipment Repair and Maintenance with a small business size of 20.5M
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 06/10/2019 will be considered by the Government.
