The 319th Contracting Squadron, Grand Forks Air Force Base intends to award a construction contract with the work requirements to be performed by the contractor consisting of, but not limited to all plant, labor, materials, equipment, supplies and supervision necessary to complete JFSD 200908, Replacement of HVAC systems at the Recycling Facility with a ground source heat pump HVAC system. This work shall be done in strict accordance with the construction documents. The system consists of nearby well field and multiple heat pumps to replace the existing HVAC units. New systems will utilize existing ductwork. All systems associated equipment taken out of service shall be removed. This is an unrestricted acquisition. The resulting contract will be a Firm Fixed Price contract with a magnitude between $25,000 and $100,000. The performance period will be 90 days with a winter exclusion of 15 Nov through 15 Apr for exterior work only. All exterior work shall be finished prior to the commencement of interior work. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code is 238220, Plumbing, Heating, and Air Conditioning Contractors, and the small business size standard is $14 million.

This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Section L & M of the solicitation.

All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award.
