The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to repair the masonry facade of Building 4 at the Eastern Regional Research Center (ERRC) located in Wyndmoor, PA.  The project includes a BASE Bid and SIX Bid Options cover approximately 35,600 square feet of the masonry facade.  The work includes, but is not limited to, inspection and replacement of deteriorated ledger angles, power washing brick and concrete foundation wall, repairing spalled concrete foundation wall, raking out mortar joints, replacing damaged brick, re-pointing brick and applying a parge coat to foundation wall.  The Base Bid includes approximately 3,500 square feet of the masonry. Bid Option 1 (Identified as Bid Option 5 on drawings) includes approximately 3,000 square feet of masonry. Bid Option 2 (Identified as Bid Option 1 on drawings) includes approximately 7,100 square feet of masonry.  Bid Option 3 (Identified as Bid Option 2 on drawings) includes approximately

6,500 square feet of masonry. Bid Option 4 (Identified as Bid Option 3 on drawings) includes approximately 1,900 square feet of masonry. Bid Option 5 (Identified as Bid Option 4 on drawings) includes approximately 6,600 square feet of masonry. Bid Option 6 (Identified as Bid Option 6 on drawings) includes approximately 7,000 square feet of masonry. All Bid Options are pending availability of funding and will have an offer acceptance period of 120 days after contract award. This project must be completed within 120 days after receipt of notice to proceed.  All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the Solicitation. This Solicitation will be issued as an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-32. Solicitation No. AG-3615-S-09-0010 is expected to be issued on or about August 10, 2009.  It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A PRE-BID SITE VISIT will be scheduled for August 19, 2009 at 10:00 a.m. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on September 10, 2009. This solicitation has been reserved for a competitive Service Disabled, Veteran-Owned Small Business in accordance with the Small Business Competitiveness Demonstration Program. The applicable NAICS is 238140, with a size standard of $14 million. The estimated cost of construction is between $100,000 and $2,000,000. Potential offeror's are required to provide the following mandatory information to establish a bidder’s list: Company name, contact name, street mailing address, telephone and fax numbers. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at http://www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.  REQUESTS SENT BY E-MAIL ARE NOT ACCEPTABLE.
