This is a pre-solicitation notice.
The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Subtropical Horticulture Research Laboratory in Miami, Florida, 33158 has a requirement to Repair and Reseal Orange Delineated Roads to include:
All professional services, personnel, tools, material, and equipment to provide pothole repair, crack filling/repair, edging and final top coat sealing of pavement in the orange delineated areas (see Site Drawing) at the Subtropical Horticulture Research Laboratory that’s approved to meet their exact specifications and requirements.
USDA ARS SEA intends to issue a Request for Quote for a firm fixed priced construction purchase order. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 237310 with a size standard of $39.5 M. Contractors shall not directly contact the facility to discuss this requirement.
The magnitude of the project is estimated to be between $25,000 and $100,000.
During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions. A site visit has been scheduled for Wed. August 11, 2021 at 3:30 p.m. EST. Participants will meet at:

Pre-registration to attend the site visit is required no later than August 10, 2021. at 4:00 p.m. EST. Pre-register by email notification to Site visit contact: [email protected]. Provide names of personnel to be in attendance, each firm is limited to two individuals. Wearing of face masks and practicing of social distancing is required at the site visit.
This notice is issued solely for information and planning purposes - it does not constitute the Request for Quotes (RFQ). The Government anticipates issuing an RFQ for this requirement around August 6, 2021. This notice does not commit the U.S. Government to contract for these services. The statement of work is attached to this notice for information only. The full RFQ, applicable provisions/clauses, wage rates, etc. will be posted when the full RFQ solicitation is released around August 6, 2021.
