The 436 Contracting Squadron, Dover AFB, DE, is seeking small business contractors who possess the capability. The scope of work includes, but is not limited to the following:  

JOB DESCRIPTION: 

INSTALL NATURAL GAS LINE (BUILDING 639-636)

Modify Building 639 natural gas lint to allow for expansion.

Install 550 linear foot new natural gas line from 639 to 636 to ideal location near mechanical room.

INSTALL BOILER

Remove and dispose of existing diesel boiler from mechanical room.

Size and install new natural gas boiler into previous location of diesel boiler.

Integrate new boiler with existing hot water system for operation.

Perform all certifications and testing as required by applicable code/law.

INSTALL FURNACE

Remove and dispose of existing oil fired furnace.

Install new natural gas furnace into location of previous boiler.

Integrate new furnace into existing heating system.

Perform all certifications and testing as required by applicable code/law.

 INSTALL SPLIT AIR CONDITIONING UNIT

Remove and dispose of existing York condenser and evaporator.

Size and install multi-evaporator ductless split system.

 ABANDON NORTH WEST OIL WATER SEPARATOR/REMOVE CURB

Remove oil water separator from service.

Cut and cap water source.

Fill separator with most appropriate fill for the application.

Remove curb closest to B636.

Remove remaining pump and control equipment.

 RENOVATE LATRINE

Remove all existing furnishings and finishes to include lighting, sink, shower, and toilet.

Install all associated fixtures to provide a finished, complete, usable bathroom.

Install new flooring in accordance with (IAW) DAFB Design Guide.

Recondition wall IAW DAFB Design Guide

Install LED lighting sufficient for new latrince design.

 REFINISH WORKSHOP FLOOR

Install new spark resistant floor finish IAW WBDG Section 9.

INSTALL LIGHTNING PROTECTION

Install lightning protection suitable for the facility.

The Government is requesting that all interested and qualified small businesses respond with a capability statement along with the requested information identified below. An organization that is not considered a small business should not submit a response to this notice. Oral communications ARE NOT acceptable in response to this notice. The magnitude of the project is between $100,000 and $250,000.

As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date.  

This notice shall not be construed as a RFP/RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests.

Responses are strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.

Submission Instructions: Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm's qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:
A.     Company Profile to include:

•1.       Company name and address.

•2.       Affiliate information: parent company, joint venture partners, and potential teaming partners.

•3.       Year the firm was established and number of employees.

•4.       Two points of contact (names, titles, phone numbers and email addresses).

•5.       DUNS number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/SAM/

•6.       Small Business designation/status (must correlate with SAM registration).

•7.       A summary of projects completed similar to the project outlined above.
