Replace/Renovate Helipad
This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice.
The U.S. Army Corps of Engineers-Norfolk District intends to issue a Invitation for Bid (IFB) with Definitive Responsibility Criteria (DRC) acquisition for the construction of the Helipad at Defense Supply Center Richmond (DSCR) Richmond VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB).
The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited unrestricted, with full and open competition. The applicable NAICS code is 237310 – Airport Runway Construction, with a Business Standard of $39.5M and Product Service Code of Y1BD – Construction Airport Runway.
In accordance with FARS 36.204 Disclosure of the magnitude of construction projects, the magnitude of construction is between $500,000 and $1,000,000.

The Offeror may demonstrate experience with individual elements in one project or may demonstrate experience with each element in separate projects provided the offeror demonstrates performance of each element in two different projects. Projects must have been completed within eight (8) years prior to the date of this solicitation.
The work defined in each criteria may have been performed by the low bidder, either self-performed as a prime contractor or as a subcontractor on the submitted project, or by an intended subcontractor, provided that the subcontractor signs a letter of unequivocal commitment. The letter, on the subcontractor’s letterhead, should state that the subcontractor provides an unequivocal commitment to perform the work in the event that the low bidder is awarded the contract.

The RFP and accompanying documents will be issued electronically and will be uploaded to beta.sam.gov on or about 15 July 2021. Telephone calls or written requests for the RFP package will NOT be accepted.
Prospective offerors are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective Offerors are required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract.
