Sources Sought Synopsis

Synopsis: Renovate Building 9212 into Community Activity Center
The purpose of this sources sought is to gain knowledge of the potential interested small business sources for this project. The Government is considering a set aside for socioeconomic status. This notice is for planning purposes only. All interested parties should respond. MICC-FH, may issue a solicitation and award of a contract to "W91151-18-R-0032". The magnitude of this project is between $500,000 and $1,000,000. The anticipated NAICS code(s) is NAICS Code 236220 Commercial and Institutional Building Construction and standard business size is $36.5M.

Description of project is as follows: The purpose of this project is to Renovate building 9212 into the Community Activity Center to include but not be limited to reconfiguration of walls, replacement of ceilings and floors, upgrading of lighting fixtures and controls, and repair/reconfiguration of infrastructure
within the facility. Also included are multiple architectural features and treatments to improve the overall aesthetics of the facility. THE CONTRACTOR shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards,
manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions.

The Contractor shall be responsible for obtaining all required licenses and permits to perform building renovation requirement work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. The Contractor shall provide proof of being in the business of commercial and institutional building renovation as a prime contractor for a minimum of five years. The Contractor's Project Manager, Superintendent, and Quality Control Manager shall each have a minimum of five years
of experience in building renovation. Metal building system manufacturer must have a minimum of five (5) years' experience as a qualified manufacturer. Provide engineering services by an authorized currently licensed engineer in the geographical area where construction will take place, having a minimum of four years' experience as an engineer knowledgeable in building design analysis, protocols and procedures for
the "Metal Building Systems Manual"

This is only the market research phase of this requirement. By no means does this sources sought mean that the Government will enter into an agreement with your agency. The Government is trying to determine if there is adequate competition in order to compete this requirement. 1. Are you licensed and certified to perform jobs directly, associated and related to Commercial and Institutional Building Renovation with experience of a minimum of five years?
2. Are your Contractor's Project manager, Superintendent, and Quality Control Managers have a minimum of five years of experience in Commercial and Institutional Building Renovation?
3. Are your Contractor's Project manager, Superintendent, and Quality Control Managers have a minimum of 30 hour Federal OSHA Safety and Health Standards 29 CFR 1910 safety course?
4. How long have you been doing business for commercial and institutional building construction renovation, (e.g. new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities?
5. Please attach 3 references for similar work that your firm has performed.
6. What is your bonding capability and limits?
7. Would you consider work on Fort Hood which includes the Wage Rate Requirements formally known as the Davis Bacon Act Policies and guidelines?
