The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of the Chief Information Officer (OCIO), intends to negotiate with The Mathworks, Inc., Natick, MA, on a sole source basis under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items, to renew Mathworks software maintenance support for Gaithersburg, MD and Boulder, CO. Based on recent market research, NIST believes that The Mathworks, Inc., is the only entity that can satisfy NIST’s requirement for maintenance of the following Mathworks software licenses that NIST previously procured: MATLAB (55 licenses – Part #SUBML); Simulink (2 licenses - Part No. SUBSL); Commnications Blockset (1 license - Part No. SUBCB); Curve Fitting Toolbox (2 licenses - Part No. SUBCF); Communications Toolbox (1 license - Part No. SUBCM); MATLAB Compiler (1 license - Part No. SUBCO); Control System Toolbox (2 licenses - Part No. SUBCT); Signal Processing Blockset (2 licenses - Part No. SUBDS); Genetic Algorithms and Direct Search Toolbox (1 license - Part No. SUBGD); System Identification Toolbox (1 license - Part No. SUBID); Image Processing Toolbox (3 licenses - Part No. SUBIP); Optimization Toolbox (6 licenses - Part No. SUBOP); Parallel Computing Toolbox (1 license - Part No. SUBDM); Partial Differential Equation Toolbox (1 license - Part No. SUBPD); Real-Time Workshop Maintenance (1 license - Part No. SUBRT); Stateflow Coder (1 license - Part No. SUBSC); Simulink Control Design (2 licenses - Part No. SUBSD); Stateflow (1 license - Part No. SUBSF); Signal Processing Toolbox (7 licenses - Part No. SUBSG); Symbolic Math Toolbox (2 licenses - Part No. SUBSM); Spline Toolbox (3 licenses - Part No. SUBSP); Statistics Toolbox (8 licenses - Part No. SUBST); Wavelet Toolbox (2 licenses - Part No. SUBWA); xPC Target (1 license - Part No. SUBXP). The NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order for a period of twelve months to The Mathworks for this requirement. Interested parties that are authorized by The Mathworks to sell maintenance renewal for the aforementioned Mathworks software licenses may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Jill Johnson at [email protected].
