Synopsis:
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 in conjunction with FAR 13.106, and as supplemented with additional information in this notice. The announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This solicitation, number DTFR53-12-Q-0002, is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58.
The NAICS code for this procurement is 423430 with a small business size standard of 100 employees. This RFQ is set aside for small businesses.
The Federal Railroad Administration has a requirement for the items below. Vendors should respond no later than 4:30 p.m. EDT on 17 August 2012. The delivery location for these items is Federal Railroad Administration, Office of Safety, 1200 New Jersey Avenue, SE, West Building, 3rd Floor, Stop-25, Washington, DC 20590.

Complete quotes must be submitted to Roscoe Crawford, Contract Specialist by email no later than 17 August 2012 by 4:30 p.m. EDT.
Quotes will be evaluated based on technical acceptability and low price. All evaluation factors are of equal importance.
The contractor should provide a copy of their provisions at 52.212-3 "Offeror Representations and Certifications-Commercials Items" or confirm that they are registered online at https://orca.bpn.gov/.
