The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Remtech, Inc. 2008 Peaceful Place - The Villages, FL 32162. NAICS Code is 334519 and Business Size standard is 500. The contractor shall provide the following:

Antenna w/acoustic enclosure, antenna made of 64 piezo-electric transducers, operating at 3.85 KHz (central frequency). Active antenna size is 40 cm x 40 cm. The minimum measurement height is 15 meters. The average range is 700 meters. The additional acoustic enclosure (especially useful for high surface winds applications is included - 1 JOB

Solar Power System: 2 solar panels each 0.9m with ground mounts, and one waterproof enclosure housing a charge controller and two 110 Ah batteries. For PA-XS and PAO Sodars - 1 JOB

Antenna heating: for PA-XS and PAO (requires 110 V/220 V AC or 24 V DC power supply) - 1 JOB

Vectorial presentation of vertical profile of horizontal wind - 1 JOB

Facsimile presentation of all data - 1 JOB

Multi-level time series presentation of all data - 1 JOB

Aberdeen Test Center (ATC) Atmospheric Effects Team (AET) requires a new REMTECH PAO Sodar System to replace their SODAR system that is no longer operational and provide test mission with medium range, consistent-accurate, near real-time upper level wind data for managing daily operations. Please see the attachment labeled, "A03 - J&A" for further details as to why this action is being negotiated solely with Remtech, Inc. Cage Code: oX1L4.

There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received no later than 10:00 a.m., Eastern Daylight Time, August 19, 2019. Responses should be submitted electronically to [email protected].

This notice of intent is not a request for completive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
