Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Oklahoma City-Air Logistics Center (OC-ALC/PKEA) at Tinker Air Force Base Oklahoma, intends to negotiate a non-commercial time and materials contract for the acquisition of material listed below.

EVALUATION OF RESPONSES:

Award will be conducted and evaluated under the provisions of FAR 13.5, Simplified Acquisition Procedures.  The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3.  Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1.  Lack of registration in CCR will qualify contractor as ineligible for award.  All responsible sources may submit a quotation in response to this solicitation, which shall be considered.  This solicitation is being issued as a Request for Quotation (RFQ), time and material type of contract.  The Oklahoma City-Air Logistics Center (OC-ALC/PKEA) at Tinker Air Force Base Oklahoma intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value).
