The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to: Remcom, Inc., 315 S. Allen Street, State College, PA 16801 for the purpose of providing upgrades and support for the Wireless Insite SE Node-Locked license and XFdtd Pro Node-Locked license which are proprietary products only available from Remcom, Inc. The FDTD method of antenna simulation are uniquely implemented by the XFdtd software package by Remcom, Inc. and comparable solutions for antenna simulation use inferior non-FDTD techniques. Many software products using FDTD exist in the optical engineering community. There are several antenna simulation products for the antenna engineering community. Only Remcom XFdtd specializes specifically in applying the FDTD algorithm in an antenna development setting. This is a software solution that allows for large scale radio wave propagation modeling based on antenna designs and electromagnetic simulations developed by using Remcom XFdtd software. The resultant contract will fulfill the FBI's requirement to provide custom antenna designs and to study and design around potential cross antenna interference issues.

The FBI intends to negotiate with only one source under the authority of FAR 13.106-1 (b)(1).
