The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract on a one time, sole source basis to:  Remcom, Inc., 315 S. Allen Street, State College, PA 16801 for the purpose of providing upgrades and support for the Wireless Insite Node-Locked perpetual license and XFdtd Node-Locked perpetual license which are proprietary products only available from Remcom, Inc. The FDTD method of antenna simulation are uniquely implemented by the XFdtd software package by Remcom, Inc. and comparable solutions for antenna simulation use inferior non-FDTD techniques. This is a software solution that allows for large scale radio wave propagation modeling based on antenna designs and electromagnetic simulations developed by using Remcom XFdtd software. The resultant contract will fulfill the FBI’s requirement to provide custom antenna designs and to study and design around potential cross antenna interference issues.

The FBI intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1).
