2 Bomb Wing / Command Post, requires Northrop Grumman (NG) to procure and install AACE shelter and relocate all associated AACE peripherals to a new location. Northrop Grumman must perform tasks so that the outcome satisfies Hardness Electromagnetic Pulse (HEMP) verification testing per MIL-STD-188-125-1. This HEMP verification test will be performed by a contractor other than NG. Lastly, NG will decommission remaining obsolescent/unused AACE equipment and material.  The contractor will provide on-site technical support at Barksdale AFB.  Period of performance will be 12 months.  Solicitation will be issued sole source to Northrup Grumman Information Systems.  Authority: 10 USC 2304(c)(1), Justification: Only One or a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements.
