Amendment 1

This serves as notification of Export-Import Bank of the United States (EXIM) Bank’s decision to extend the due date for Request for Quote (RFQ) – 83310120Q0016 - No Cost to the Government, Reinsurance Services Contract to Monday Jun 1, 2020 at 10am EST.   

  • Amendment 1 serves to answer all questions and no further questions will be accepted prior to RFQ Final Due Date.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 

This combined synopsis/solicitation is being issued as Request for Quotation (RFQ) number 83310120Q0016.  This combined synopsis/solicitation document incorporates provisions and clauses and includes amendments through 2020-04 FAR revisions effective January 15, 2020, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 524130, Reinsurance Carriers. The small business size standard is $38.5 million.

The Export-Import Bank of the US anticipates awarding a performance based, no-cost to the Government, single or multiple award contract for subject matter expertise in the commercial, reinsurance industry and/or capital markets of developing risk sharing structures, the placement of those structures in the applicable market, evaluation of pricing from the applicable market  in response to such placement, and administrative support to EXIM during the lifetime of the resulting risk sharing agreement(s) between EXIM and the reinsurer(s) and/or capital markets.  Offerors are reminded that under the resulting no-cost contract between EXIM and the successful Offeror, EXIM shall pay no compensation to the Offeror, nor make any reimbursement for any costs incurred by the Offeror; that the Offeror shall look solely to the reinsurer for payment of any compensation or reimbursement for expenses incurred. 

Questions related to this RFQ were due at 4 PM Eastern Standard Time, Friday, Mar 20, 2020 via e-mail to Robyn Moore [email protected] and Thu Vo [email protected] . The Government  posted Amendment 1 with answers to these questions Apr 3, 2020.  No further questions nor phone calls will be accepted.

The due date for Quotes is 10 AM Eastern Standard Time, Monday, Jun 1, 2020. Contractors shall send Quotes via e-mail to Robyn Moore [email protected] and Thu Vo [email protected]
