Rehabilitate Flamingo Visitor Facility

Project Description
This project involves the rehabilitation of a Mission-66 era historic Visitor Center. The work will involve the repurposing and renovation of the interior space of the former Flamingo concessions restaurant and gift shop into the new Guy Bradley Visitor Center and the renovation of the Law Enforcement Wing (current Ranger Station), some exterior work to bring railings up to code compliance and new flatwork at the new ABAAS compliant main entrance. The work includes provision for a new elevator location to provide handicapped access for both visitors and staff. The visitor center provide space for staff offices, a multi purpose Great Hall/Gallery space to showcase exhibits (provided and installed by others) and house special events, and other support rooms. The opposite building wing will house the Law Enforcement operations.
The existing building is 58 years old and all mechanical, electrical systems, architectural finishes and built in furnishings will be removed before this construction contract starts. All main visitor occupied space and office space in this facility will be on the second level and out of the 100 year flood plain. The building will be brought up to meet NPS policy standards, including energy upgrade/retrofit of the building envelope and building systems, complying with current life and safety codes, and ABAAS accessibility standards. The renovation shall include the installation of a new fire protection-sprinkler system, as well as a code compliant fire alarm and smoke detection system. Building system technology is simplified, not high-tech. The project will include the demolition and rebuild of the entire roof system and reinforcement of the roof structural members.
The Visitor center wing is 8,616 sf on the upper level, 4,208 sf on the ground level. The Law Enforcement wing is 4,208 sf on the upper level and 701 sf on the ground level. The ground level spaces are primarily restrooms and circulation space.
Provide 3 projects within the last 5 years of similar scope that demonstrate excellent craftsmanship and proactive construction management skills to efficiently manage project, while keeping in mind the limitations and challenges of the hurricane season this region faces. Provide examples of cost control, proactive scheduling, effectively managing a variety of subs working at the site simultaneously, quality control in overseeing the integration of various building systems, sensitivity to the historic fabric of this building and site, and responsive communication skills/management.
Provide proof of bonding in the amount of $10M.

1) Proof Experience in the construction of similar complexity and size projects including work with historic fabric and construction in a marine environment and incorporating ABAAS compliance, life safety upgrades.
2) Experience working in a similar environment, including:
a. Working in a marine environment
b. Responsibility for the protection of cultural and natural resources
c. Experience working in an area with high winds and excessive moisture
d. Experience working in remote area where material deliveries and worker commutes are difficult.
