The eRulemaking Program Management Office (PMO) falls within GSA’s Office of Government-wide Policy (OGP). In partnership with GSA’s Office of the Chief Information Officer (GSA-IT), OGP offers shared information technology (IT) services that support Federal agencies with aspects of the rulemaking process. The eRulemaking PMO manages the Federal Docket Management System (FDMS) and Regulations.gov.
The rulemaking process involves human resource-intensive work for developing, interpreting and analyzing regulatory text. Because regulatory analysis needs are not sufficiently met by current PMO shared IT services, U.S. federal agencies have independently invested in, or are currently exploring, various combinations of manual and automated workflows and text analyses/document reviews. Pre-existing and emerging U.S. agency efforts to leverage technology have primarily focused on natural language processing (NLP) tools supported by machine learning (ML) based artificial intelligence (AI).
