This is a Sources Sought Notice and NOT a solicitation for proposals, proposal abstracts or request for quotations. The submission of this information is for planning purposes only. It is NOT to be construed as a commitment by the Government to procure any services, nor is it the intent of the U.S. Army Contracting Command - New Jersey (ACC-NJ) to award a contract on the basis of this Request for Information (RFI) or otherwise pay for the information sought.

The U.S. Army Contracting Command - New Jersey, Warfighter Support Center (WSC) has a requirement for Refuse and Recycling Services at the Londonderry Armed Forces Reserve Center (AFRC) located at 64 Harvey Road, Londonderry, New Hampshire 03053-7413 (as listed in detail in the Performance Work Statement (PWS)). ACC-NJ is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified sources capable of performing the requirements described in the PWS. PLEASE BE ADVISED that a set-aside has not yet been determined for this requirement and will depend upon the resultant information obtained from the Sources Sought Notice. Once determined, the type of set-aside will be identified in the solicitation.

This is a single requirement. The North American Industry Classification System (NAICS) classified for this effort is 562111: Solid Waste Collection. The ACC-NJ anticipates releasing a solicitation announcement, to be published in the Federal Business Opportunities (www.fbo.gov), on or about 03 May 2019. The solicitation will consist of a Firm-Fixed-Price contract for a period of performance of a 12 month base year, plus four 12 month option years.

Contractor shall furnish all plant, labor, materials, equipment, supervision, and transportation necessary to dispose of refuse and recyclables (if included at the service location) in strict accordance with the PWS. Pricing shall be inclusive of all fuel surcharges, any fees associated with Growing Greener Act, and any other fees or surcharges that may be associated with Refuse and Recycling Collection Services. Containers shall be placed as directed by the onsite facility coordinator and/or Regional Facility Operational Specialist (RFOS).

Dumpsters Needed:
Four (4) each - 8 Cubic Yard Dumpsters for Refuse Pick Up and Disposal; once weekly
Two (2) each - 8 Cubic Yard Dumpsters for Recycling Pick Up and Disposal; once weekly
Two (2) each - 96 Gallon Toters for Recycling Pick Up and Disposal; once weekly
One (1) each - 15 Cubic Yard Dumpster for Wood Pick Up and Disposal; 12 times a year
One (1) each - 15 Cubic Yard Dumpster for Metal Pick Up and Disposal; 12 times a year

This notice is only for market research purposes. This Sources Sought Announcement does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. All data received in response to this sources sought notice marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will be considered.
