The Agency for Healthcare Research and Quality (AHRQ), Division of Priority Populations, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Sage Publications Inc., 2455 Teller Road, Thousand Oaks, CA 91320
The purpose of this project is to develop a series of five papers on Reducing Disparities in Under-resourced Settings Using Health Information Technology. The papers are a direct out come of the similarly entitled project being undertaken by AHRQââ¬â¢s HIT portfolio and the Division of Priority Populations. The papers will be submitted upon completion of the project, anticipated in December 2009. We also request editorial support from SAGE Publications/MCRR as part of this contract. The contractor shall provide liaison, coordination, and editorial support as follows: work with authors to develop content, provide project management and timelines (via an electronic publications management system), review, edit, and produce final camera ready text for each paper. This effort will harness collaboration among AHRQ, SAGE Publications, and national and international authors prominent in the fields of Disparities Research and Health Information Technology. The vendor (SAGE Publications) will put out the article for peer review before working with the authors to edit and revise.
The contractor shall be responsible for, but not limited to the following tasks:
Organize and conduct peer review of submitted manuscripts
Coordinate author revisions to manuscripts based upon reviewer feedback
Submit manuscript to authors and AHRQ for review
Edit, revise, typeset, and proofread final manuscripts

Schedule of deadlines for work processes from solicitation of authors and peer review to final typeset manuscripts; Proposed listing of manuscripts; Edited, typeset, proofread manuscripts to authors and AHRQ for review
Delivery Schedule:
Proposed listing of articles for review- Due Date - December 30, 2009
First draft of manuscripts- Due Date - March 30, 2010
Final manuscript- Due Date - July 30, 2010
The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
