The US Forest Service (FS), Tongass National Forest, intends to award a sole source, firm-fixed price, blanket purchasing agreement, as authorized by the Federal Acquisition Regulation (FAR) Part 13 (13.106-1 (b) (1)), to Oregon State University, Forest Science Laboratory, 3200 SW Jefferson Way, Corvallis, Oregon 97331.

The requirement is a continuation of an ongoing project focusing on consistency of results and methods as used by Oregon State University and the USDA Forest Service Sitka Ranger District. This requirement was previously awarded as a BPA: AG-0116-B-12-0002. The project consists of an analysis of water quality samples taken in support of the enhancement and monitoring of the sockeye run at Redoubt Lake near Sitka, Alaska. As part of the enhancement efforts, the Forest Service has been continuously monitoring processes used to increase phytoplankton production. In order to monitor the effects of the fertilization efforts, each field season, monthly water quality samples are taken from April through October. The FS submits sixteen samples each month for a total of 112 samples during the field season. These samples are then analyzed within certain parameters, detection limits, and precision and accuracy established by the Forest Service Sitka Ranger District lead wildlife biologist. The project includes participation, on a yearly basis, in the United States Geological Survey (USGS) Standard Reference Surface Water Test Program and the National Water Research Institute's (NWRI) Environment Canada Proficiency Testing Program for analysis of test samples for nutrient and chemical constituents of natural waters.

The current requirement will be for $7800.00. Future requirements are dependent on receipt of funding. If funds are received in future fiscal years, it is possible that this requirement will continue but the total will not exceed $150,000. This is not a request for proposal. No package is available for competitive proposals. However, companies that feel they can provide equal services may submit a statement of capability, past performance information, price and delivery time for satisfying this requirement no later than 2 pm, Alaska Time, on 27 March 2015.
