The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Life Technologies Corporation for the purchase of red and violet lasers for the Attune flow cytometer. The purchase of the lasers will aid the laboratory in evaluating the initial infection events of HIV in the macaque model and in humans at the cellular level. The addition of these lasers will expand the depth of analysis by increasing the cytometer's detection capacity to 4 colors and 16 parameters. This expanded capability will allow the laboratory to detect and characterize in greater detail the variety and phenotype of cells involved in initial infection events with HIV in mucosal tissue, lymph nodes, and trafficking lymphocytes. These lasers are unique and specific to this cytometer. Other lasers are not compatible with the Attune flow cytometer. In order for this instrument to be used for analytical sensitivity and discrimination capacity, optimal configuration and proper setup of the Attune cytometer must be maintained. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
