NYCHA, by issuing this Solicitation and pursuant to 24 C.F.R. Part 963 regarding contracting with resident-owned businesses, seeks proposals (“Proposals”) from NYCHA resident-owned businesses (the “Proposers”) to provide NYCHA with a recycling program at Wagner Houses (the “Program”) that includes the following deliverables and services: (1) a written outreach plan and written educational materials to engage and educate residents of Wagner Houses how to effectively recycle and compost; (2) the collection of recyclable materials at Wagner Houses on a regular basis to maximize the amount of waste diverted from landfills for an 18-month period; and (3) collection and reporting to NYCHA of data related to the Program, as detailed more fully within Section II of this Solicitation (collectively, the “Services. A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Microsoft Teams on September 9, 2021 at 2:00 p.m. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend. Proposers who wish to attend must RSVP by e-mail to NYCHA’s Coordinator by no later than September 7, 2021 and NYCHA’s Coordinator will provide log-in information. NYCHA additionally recommends that Proposers e-mail questions to NYCHA’s Coordinator at
[email protected] by no later than 1:00 p.m. on September 13, 2021. NYCHA will upload all questions and answers to iSupplier. Proposals must be successfully submitted into iSupplier in final form no later than 2 p.m. on September 21, 2021 (the “Proposal Submission Deadline”). Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section IV(2) of this Solicitation for details on Proposal submission requirements. Proposer shall electronically upload a single .pdf containing ALL components of the Proposal into iSupplier by 2PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions. Except for the submission of flash drives specifically permitted by NYCHA, NYCHA will not accept Proposals via e-mail, fax, or mail. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer’s iSupplier profile to be approved.
