(15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services (SAMHSA) intends to sole source to:

The National Association of State Alcohol and Drug Abuse Directors (NASADAD) is uniquely qualified to fulfill the tasks of this purchase order. NASADAD is the sole organization represented by all SSAs in the United States. Because of the scope and focus of this representation, NASADAD is able to obtain reliable and responsive information in a timely and effective manner. NASADAD staff have close working relationships with State Directors and SSA staff that will ensure an accuracy of information attained. Further, the work outlined in this purchase order requires a specific and distinct understanding of the mechanics of state systems and funding, as well as the issues currently facing states. Finally, NASADAD has a proven track record in tracking and gathering SSA data, compiling and synthesizing it, and generating the kind of quality report that is required for this purchase order.
Through NASADAD's position as the national organizing entity for state directors, the organization's credibility in the field, and their capacity to gather and synthesize data into quality reports, NASADAD again demonstrates its unique ability to perform the duties described in this purchase order.
