RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY - THIS IS NOT A SOLICITATION. This notice is for informational purposed only and intended to provide notification of the use of Funds authorized under the American Reinvestment and Recovery Act of 2009 on this contract. The U.S. Department of Agriculture, and specifically, the Commodity Credit Corporation (CCC), via the Farm Service Agency (FSA) in coordination with the Foreign Agriculture Service (FAS), is mandated by Congress to manage the Trade Adjustment Assistance for Farmers (TAAF) program as set forth in the 2008 Farm Bill as well as other legislation and regulations. The objective of this initiative is the testing and production release of a web-based software application to support needs of the TAAF Program. High level functionality shall include the following: • Commodity Petition Process • Producer Application Entry and Maintenance • Payment Requisition and Corrections • Reports Work performed under this contract will consist of high priority tasks necessary to support TAAF with Project Management, requirements definition, risk analysis, testing, certification and production support, and maintenance. The Offeror shall use Information Technology Services Division’s (ITSD) standards in all phases of the Testing process. The Offeror shall provide user support via Offeror developed User Guides, operational support, research, and troubleshooting for the TAAF. The Offeror shall perform maintenance work on the TAAF management system as required in order to comply with changes in applicable legislated and policy requirements. Work will be prioritized and assigned to the Offeror by the COTR via requirements issued by Price Support Division and issued to the Offeror. General Procurement Information The will be a Firm Fixed Price contract consisting of a 12 month Base period and four 12 months option periods.
