Combine Synopsis/Solicitation notice - NAIC code 562910 for procurement of environmental remediation services for multiple properties in Omaha, Nebraska whose non-foundation soil contains greater than or equal to 400 mg/kg lead. Remediation will include: 1) pre-removal actions; 2) removal; and, 3) post-removal actions. EPA's objective is to achieve "property closeout", which requires removing lead-contaminated soil from select properties until an average concentration of 400 ppm is reached in near-surface soils and restoring the affected property to pre-removal conditions. The Contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediations shall be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. These services shall be performed at multiple properties in Omaha, Nebraska. EPA anticipates issuing a firm fixed price contract with performance incentives for these services. Estimated dollar value for this procurement is $10,000,000 to $15,000,000 of Recovery Act funds for the first two years. If option year is exercised will be "subject to availability of funds." The IFB is posted at: www.epa.gov/oam/regions/index.htm.
