RECOVERY--NORTH UMATILLA TRAIL RESTORATION
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT
RECOVERY ââ¬â NORTH UMATILLA TRAIL RESTORATION, UMATILLA NATIONAL FOREST, UMATILLA COUNTY, OREGON
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0310 on or after March 12, 2010, for the NORTH UMATILLA TRAIL RESTORATION project. If the solicitation is released, it will be released through this FEDBIZOPPS website, and prospective offerors should visit this FEDBIZOPPS website from time to time on or after March 12, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right to not release a solicitation.
PROJECT DESCRIPTION: The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for trail restoration for the Umatilla National Forest. The project includes but not limited to 8.3 miles of existing trail restoration and 442 linear feet of new trail construction of wilderness stock trail. Work shall consist of but not limited to clearing and brushing, excavation and embankment, brushing, log out, existing trail restoration, drainage structures, rock removal, berm and slough removal, shallow stream crossings, switchback restoration and culverts. BLASTING WILL BE REQUIRED ON THIS PROJECT.
The contractor shall supply all services, labor, equipment and materials, supervision, transportation, operating supplies and incidentals except those items, of any, listed as Government Furnished Property needed to perform the following: NORTH UMATILLA TRAIL RESTORATION in compliance with terms, specifications, and provisions.
The magnitude of construction for this acquisition is between $25,000 and $100,000.
The Government intends to award a negotiated firm fixed price contract.
PARTICIPATION. This project is 100% set aside for Historically Underutilized Business Zones (HUBZONE). The North American Classification System code is 237990. The size standard is $33.5 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and online Representations and Certifications Application (ORCA). Contractors are required to be certified by the Small Business Administration (SBA), registered with the Central Contract Registration (CCR) and the Online Representations and Certification Application (ORCA). The solicitation with specifications and Davis bacon Act wage rates will be posted to the FEDBIZOPS website www.fbo.gov.
