Description: RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS ONLY AVAILABLE TO CONTRACTORS UNDER THE GOVERNMENT SERVICES ADMINISTRATION (GSA) Schedule 70 SIN 132-51. This requirement is for commercial services in accordance with Federal Acquisition Regulations Part 12 and 13, utilizing procedures prescribed in FAR 8.4, Federal Supply Schedule Procedures and FAR Part 13.5.
Competition is limited to business holders under the GSA 70 SIN Category 132-51 Schedule, Information Technology Professional Services. Only holders of contracts under this schedule will be eligible to compete for this requirement.

This project will be partially funded by the American Recovery Reinvestment Act of 2009 (ARRA) and is subject to the ARRA reporting requirements prescribed in FAR Part 52.204-11 American Recovery and Reinvestment Act Reporting Requirements. The intended procurement will be classified under the North American Industry Classification System (NAICS) code of 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $7M.

This notification is NOT a request for proposals/request for quotations.

The National Institutes of Health (NIH), NIH Business System (NBS) is seeking project management organization services to improve the NBS Program Management Office (PMO) accountability, transparency and compliance with DHHS/NIH Enterprise Performance Life Cycle (EPLC) requirements applicable for all NIH Business System initiatives.

Support services required include, but are not limited to, the following activities:

• Analyzing the current PMO structure, identifying gaps, augmenting current capabilities with best industry practices, and institutionalizing the enterprise PMO model activities to support execution of the NBS Program portfolio of projects.
• Developing NBS activities supporting the adaptation, integration, maintenance, and implementation of the DHHS/NIH Enterprise Performance Life Cycle (EPLC) methodology in support of the NBS Program portfolio of projects.
• Reviewing, facilitating and coordinating completion of deliverables for required EPLC stage gate reviews consistent with EPLC requirements for the NBS Program portfolio of projects.
• Documenting processes and procedures in support of the established NBS Program Plans and practices defined in Section 3.3.5.1 and
• Training NBS staff (Federal and Contractor) on NBS Program plans and practices and supporting processes and procedures.

The Government anticipates that there will be one (1) performance base contract awarded for this requirement on a firm-fixed price award term basis.

The proposed period of performance is one base year period of 12 months plus four (4) additional 12-month option periods and two (2) one-year award terms. ARRA funding will be used for the base period only. The four subsequent option years and award term periods will be implemented using non-ARRA funds.

Vendors shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY, it is NOT a request for proposals.
