RECOVERY TAS::14 1613:: FFS Project Code R9VC - The U.S. FIsh and Wildlife Service, National Conservation Training Center (NCTC) intends to award a contract to Johnson Controls, Inc. for the integration of NCTC's perimeter hydronic heating system with the HVAC system via the Metasys Energy Management Control System (EMCS) to reduce energy consumption and monitor temperature throughout the facility. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) - Only one responsible source and no other supplies or services will satisfy agency requirements. The Metasys EMCS was installed in the buildings at NCTC during the original construction in 1997. Metasys is proprietary to Johnson Controls, Inc., and the hardware and software required to integrate the hydronic and HVAC systems is only available from the orignal source. This notice of intent is not a request for competitive proposals, however, all proposals received within forty-five days after the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer which will be considered by this agency.
