A firm fixed price contract will be awarded to the most qualified and responsible contractor with the best price and can meet delivery deadlines. NAICS code: 115310 ; small business size is set at $7.0 million average annual receipts. This contract is funded under the American Recovery and Reinvestment Act of 2009 (ARRA) and will require reporting on FederalReporting.gov certain information as required by clause 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40, dated April 22, 2010.
