The Embassy of the United States of America in Belgrade, Serbia has a requirement for the reconstruction of walkways at an Embassy owned residence in Belgrade.  This is a Request for Proposals (RFP) for construction services in accordance with Federal Acquisition Regulation (FAR) 36, as supplemented with additional information included in the RFP document. The Embassy intends to award a firm fixed price contract based on initial offers but may enter into negotiations if there is a need to do so. All the terms and conditions, provisions and clauses in the 19RB1024R0003 RFP apply to this solicitation.

All questions shall be submitted by 5:00PM, UTC+1 Belgrade time on May 23, 2024.  The USG is not obligated to answer questions submitted after this time.  All reasonable questions submitted by the date listed above will be answered on this web page. The Government will award a contract resulting from this solicitation to the responsible vendor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

Site visit information is provided in Section J of the RFP.  Proposals are due by 17:00 local time on May 28, 2024 and will not be accepted after this date.  All responsible sources may submit a response which, if received on time, shall be considered.
