The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Science Center Sandy Hook, 74 Magruder Road, Sandy Hook, NJ 07732 has a requirement for a state-of-the-art Marine Finfish Recirculating Aquaculture System (RAS) to conduct research to evaluate feed efficiency, waste production, growth, as well unforeseen emerging needs within the aquaculture environment. The project shall be completed within 90 days of the notice to proceed.
The Government anticipates one award from this solicitation as a FIRM FIXED PRICE contract using best value/tradeoff method based on technical capability, past performance, and price. Non-price factors are significantly more important than price. Breakdown pricing based on the attached Pricing schedule spreadsheet. Evaluation process factor ratings are attached.
Technical will be rated as to the extent the offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide the requirements. The Government will evaluate an offeror’s past performance to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully accomplishing/performing the requirements of the Statement of Work.
This RFP is open to all size business concerns. The associated NAICS code is 112519, Other Aquaculture with a business size standard of $750k. The Government estimate for this project is between $100,000 and $250,000.
The referenced Dept. of Labor, Davis Bacon Act, General Decision Number NJ20190037, dated 1/04/2019, is hereby incorporated into this RFP and any resulting contract.
