In addition, it is strongly recommended that each submitting firm send only one representative, and that all current CDC and Local rules are followed concerning social gatherings. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/NCDOT reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. A Non-Mandatory Pre-Bid Meeting was held at 2:00 pm on April 13, 2021 outside the main entrance of City of Raleigh Municipal Building located at Hargett Street, located at 222 W. Hargett Street. In addition, it was strongly recommended that each submitting firm send only one representative, and that all current CDC and Local rules were followed concerning social gatherings.
