The Naval Air Systems Command, Patuxent River, MD intends to award multiple Modifications/Delivery Orders under the Basic Ordering Agreement N00019-07-G-0008 with Bell-Boeing Tiltrotor Team. The action will result in the purchase of conus and oconus labor for the installation of kits to improve the V-22 readiness and reliability. Also, materials necessary for the installation of these kits are required. The installation kits allow upgrades to be made in accordance with the latest V-22 configuration. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bell-Boeing Tiltrotor team is the sole designer, developer, and producer of the V-22 tiltrotor aircraft. As such, it is the only responsible source that possesses the technical data and requisite knowledge required to meet the Government's requirement.
