The U.S. Department of Transportation Maritime Administration (MARAD) is requesting this information, is requesting this information, in future requirements for the purchase a negative reach stacker is a cargo handling vehicle that will be used to transport intermodal containers to and from barges. This particular stacker will be used to move containers short-distances and should be capable to transferred containers to and from barges, trucks, and railcars. The reach stacker must have a negative lift capacity and able to load 20 and 40 foot containers weighting as much as 55,000 lbs. The reach stacker must be able to pick-up and drop containers at least 10 feet below the machine's surface which will enable the operator to load and unload barges. It must be able to stack containers up to four high or at least as high as 38 feet in height. It should also be able to lift containers approximately 35 feet out from the machine or 3 rows wide in at a barge. A requirement to comply with the Buy American Act, codified at 41 U.S.C. §§ 8301 is required.
