The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Product Management Office-Biosurveillance (JPMO-BSV) (Provisional) intends to award a sole source fixed price contract to BioFire Diagnostics Inc. 390 Wakara Way, Salt Lake City, Utah, 84108, for development and subsequent production of confirmatory pouches containing CRP assays for use in the RAZOR EX System, as authorized by 10 U.S.C. 2304(c), as implemented by FAR 6.3. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii).
In accordance with FAR 6.302-1(a((2)(ii), using another source would result in significant duplication of costs to the Government, as well as significant delays in delivery. BioFire Diagnostics Inc. is the owner of the intellectual property (IP) and sole producer of RAZOR Reagent pouches containing freeze-dried real-time PCR assay reagents compatible for use on the RAZOR EX instruments.
This notice of intent to purchase supplies from only one source is not a request for proposals; however interested persons may submit their capability to respond to this requirement to the point of contact listed below by November 6, 2012.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
