The 15th Contracting Squadron at Hickam AFB, Hawaii intends to a intends to issue a sole source Request For Proposal (RFP) to a nonprofit firm using FAR 12, and the Simplified Acquisition Procedures set forth in FAR Part 13. This Request For Proposal: (RFP) FA5215-08-R-0054 is for a firm-fixed price (non-personal service) contract for the development of a Performance Work Statement, a study/monitoring plan, a Strategic Plan and an Operational Plan to eradicate rats from (entire) Wake Island. The plan shall list supplies and services necessary for the eradication, to included the formulation and procurement of rodenticide. The performance is: 27 Sep 08 to 26 Mar 09, with a comprehensive Government accepted plan/report due NTL 26 Mar 09. This proposed contract action for supplies/services is not a request for competitive proposals and the Government intends to solicit and negotiate with only one source under FAR 6.302-3(a)(2)(ii)-Industrial; Engineering, Development, or Research Capability; or Expert Services.
