Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to retrofit 59 power poles to mitigate avian electrocution risk located on White Sands Missile Range (WSMR). This acquisition is 100% set aside for Service Disabled Veteran Owned Businesses under NAICS 237130 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $100,000 and $250,000.

The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be work is located north of Highway 70, White Sands Missile Range (WSMR), New Mexico in Dona Ana County. The Wage Determination: General Decision Number: NM180049 01/05/2018; Superseded General Decision Number: NM20170049; State: New Mexico; Construction Type: Highway; County: Dona Ana and San Juan Counties in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $50,000.00, whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be announced at a later date for this procurement. Details of that site visit will be available in the solicitation.

The date for issuing the solicitation is on or about 30 June 2018, bid due date will be 29 July 2018 and completing contract performance 90 days after notice to proceed under solicitation number W911SG-18-B-0004.
